According to the requirements of the plan, the Ministry of natural resources, the Ministry of ecological environment, the Ministry of housing and urban rural development, the Ministry of water resources, the Ministry of agriculture and rural areas, the State Forestry and grass administration and other departments shall, according to their work responsibilities, study and propose the expected objectives for the construction of a beautiful China in 2025, 2030 and 2035 in stages, and decompose the regional objectives in a scientific and reasonable way.

The plan defines the overall idea: facing the vision of "basic realization of the goal of beautiful China" in 2035, according to the requirements of reflecting universality, periodicity and different regional characteristics, focusing on the aspects of good ecological environment and clean living environment, the evaluation index system is constructed, the expected goals of the whole country and each region are proposed in stages according to the actual situation, and the construction of beautiful China is carried out by the third-party institutions We will assess the progress and guide all regions to accelerate the construction of a beautiful China.
According to the plan, the evaluation index system for the construction of beautiful China includes five categories: fresh air, clean water, safe soil, good ecology and clean living. In accordance with the principles of highlighting key points, public concern and data availability, we should pay attention to the outcome assessment of the construction process of beautiful China, and put forward 22 specific indicators by classification and refinement. In the future, according to the deployment of the Party Central Committee and the State Council, as well as the actual situation of economic and social development and ecological civilization construction, the evaluation index system for the construction of beautiful China will be continuously improved.
Air freshness includes three indexes: PM2.5 concentration, PM10 concentration, and the ratio of days with good air quality.
Water cleanliness includes three indicators: the proportion of surface water with good quality (up to or better than Class III), the proportion of surface water with poor class V, and the water quality meeting rate of centralized drinking water sources in cities at prefecture level and above.
Soil safety includes five indexes: the safety utilization rate of polluted farmland, the safety utilization rate of polluted plot, the recovery rate of agricultural film, the utilization rate of chemical fertilizer and the utilization rate of pesticide.
Good ecology includes five indexes: forest coverage rate, wetland protection rate, water and soil conservation rate, proportion of natural protection land area to land area, and protection rate of key biological species.
The residential neatness includes six indicators: the centralized collection rate of urban domestic sewage, the harmless treatment rate of urban domestic garbage, the treatment and comprehensive utilization rate of rural domestic sewage, the harmless treatment rate of rural domestic garbage, the coverage rate of 500 meter service radius of urban park green space, and the popularization rate of rural sanitary toilets.

The programme also defines specific rules for the implementation of the assessment. The third party organization (Chinese Academy of Sciences) will evaluate the construction process of beautiful China in the whole country and 31 provinces, autonomous regions and municipalities directly under the central government. Take 2020 as the base year and 5 years as the cycle to carry out 2 assessments. Among them, the mid-term evaluation of the five-year plan for national economic and social development was carried out once, and after the implementation of the five-year plan, it was carried out once.
The plan points out that the third-party organization shall determine the weight coefficient of each index of the construction evaluation index system of beautiful China, formulate the evaluation technology method of the construction process of beautiful China, calculate the comprehensive index of the construction of beautiful China against the phased target value, and measure the realization degree of the goal of beautiful China. We will carry out trial evaluation in 2020, and further improve the indicator system and evaluation methods in combination with practice. The evaluation results will not be ranked by regions and will not be used as the content of government performance evaluation, and will be released by the third party agencies to guide the implementation and promotion of the work in various regions and help achieve the goal of beautiful China.
